France’s immigration agency says more than 1.3 million people have applied for French visas and passports since January 2016.
France’s top migration official said last week that he expects to see an additional 2 million people arrive this year.
The agency said it had recorded an average of 1,921 visa applications per day in January.
It said on Wednesday it expects the daily average to rise to 2,400 by the end of the year.
France has a population of some 30 million, more than half of whom live in France’s southern regions.
The other half live in other parts of the country.
More than 10 million people are eligible for a visa or passport to enter France for business or pleasure, but most are not eligible for that kind of document.
